I. Project Description:
Fujian Datang Ningde Power Plant is located in the south of Longzhu Village, Wanwu Town, Fu'an, Ningde City, Fujian Province. The power plant has a total of 4 generating units, including a 2×600MW domestic coal-fired unit (3#, 4#) and Phase 2 2×660MW. Coal-fired units (1#, 2#) were completed and put into operation in 2006. The second phase of the project was put into operation in 2008. The installed capacity of the second phase was: 2520MW. It was built by Beijing Power Construction and Fujian Power Construction respectively. The institute is responsible for the main design, and Guangdong Tianan Supervision Company carries out construction supervision. The seawall project of the plant was completed in October 2006. It has a total length of 1.887km. The starting point at the southern end begins at the shoulder of the Lower Huashan Mountain on the south side of the site, and the north end meets the grey dyke through the transition section. Seawall began construction in April 2004 and was completed by October 2006. After 10 years of operation, the east-west dyke was covered by a dyke on the north side, and was affected by the wind and waves. The settlement was small and basically remained intact. Can meet the original design moisture standards. The north-south-to-sea embankment foundation of the main power plant of the power plant is a soft foundation, due to the uneven settlement of the embankment, the elevation of the embankment, the leakage of the local embankment, the shedding of the external slope-blocking stone, and other conditions, the original design embankment The elevation is 6.5m. The measured embankment elevation is 5.52-6.50m. The embankment elevation of most embankments is lower than that of the original designed embankment. The embankment can no longer meet the original design standards for moisture protection. There are potential safety hazards, especially during the typhoon tide. The safety of people and equipment in the embankment is severely affected. To this end, the plant is diverted from the north to the south to the sea embankment for reinforcement.Second, the scope of the tender:
This tender is the reinforcement project for the seawall section of the plant, which has a length of 1.887km. The construction drawings for the reinforcement of the danger have been designed and completed by the Fujian Water Conservancy and Hydropower Design Institute. (See the attached electronic version). The scope of the tender for this project is composed of three parts: The first part is the seawall embankment heightening project, which divides the original block masonry stone removal; stone slag filling; gravel cushion; C25 concrete embankment cover; C25 concrete protection Shoulder; C30 concrete retaining wall and the corresponding expansion joints and other projects. The second part is the seawall embankment protection project, divided into C25 concrete shoulder; C25 concrete foot protection; C25 box beam girder; C30 concrete four-foot hollow block slope; expansion joints and other projects. The third part: seawall anti-seepage project, subdivision slope cleaning; silt filling; surface covering and turf slope protection and other projects. The specific work content shall be based on the final record of the bidding documents.Third, the bidder's qualification requirements:
The bidder shall have the ability to perform the contract satisfactorily and shall meet the following conditions:3.1 It has the legal personality and the ability and power to independently conclude and perform the contract. The registered capital is not less than RMB 20 million.
3.2 valid business license, organization code certificate, tax registration certificate.
3.3 Professional technicians, equipment and facilities in construction, quality control, etc., with ISO9000 series or equivalent quality assurance System certification and annual inspection records.
3.4 It has one level of general contracting for water conservancy and hydropower construction, or more than grade one qualification for professional contracting of embankment engineering.
3.5 In the past five years, the performance of a similar seawall project has not less than two and the running time is not less than two years, providing user certification documents.
3.6 Has good bank credit and business reputation, is not being ordered to suspend business or bankruptcy, and assets have not been reorganized, taken over and frozen. Audited financial statements for the past three years.
3.7 In the construction of engineering projects undertaken by the China Datang Corporation in the past, there were no technical, quality or commercial disputes involving the main responsibility of the bidders.
3.8 Provide qualifications (photocopy) and construction performance of project managers and key technicians of this project.
3.9 The Commonwealth does not accept bids for this consortium.
